Four losses that keep Bountiful basements wet

Most of the city's houses went up between 1950 and 1979, and the pipes, tanks and drains in them are now that old too. These are the jobs that follow.

Room stripped to the studs during tear-out, exposed joists and wall framing with tools on the subfloor

Split-level lower floor soaked

A 50-year-old supply line or drain lets go behind the paneling of a finished lower level. Wood paneling traps moisture against the studs, so it often has to come off before the wall behind it can dry.

Mineral-heavy well water and an old tank

About 60% of city water is pumped from deep wells, and dissolved solids ranged from 108 to 1,172 ppm across city sources in the 2025 water report. When an aging tank finally fails, it empties into the room.

Outside-wall line cracks at 22°F

January lows averaged about 22°F (NOAA 1980–2010 normals, Bountiful-Val Verda station). A hose bib or a line in an outside wall freezes, splits, and you often find it at the first thaw.

Snowmelt runoff off the mountain

After a heavy winter, water coming down from Bountiful Peak can overrun drainage on the east bench. Muddy outside water is treated as contaminated, so wet materials it touches usually come out.

Why Bountiful is different

A mountain at the back door and pipes from the post-war boom

Utah's second settlement, once called the garden spot of Utah, sits on a slope. Water runs downhill through it every spring, and much of what carries water inside its homes is half a century old.

1983

Stone Creek broke loose

In the early hours of 1 June 1983 Stone Creek broke through a mudslide. A 24-square-block area was evacuated and hundreds of homes took serious water and mud. USGS put the peak at 40 times the biggest flood known before it.

The median house is about 50

Census ACS 2024 five-year data puts the median year built at 1973, with 63% of the city's 15,585 homes built before 1980. Original supply lines, drains and valves are reaching the end of their run.

The city's own mains are tired

Bountiful City Water says many of its pipes went in as early as the 1900s and plans to replace about 110 of its 176 miles over 40 years. A main or service-line break can push water toward a basement.

Downslope windstorms hit Davis County in December 2011 and September 2020. In 2020, uprooted trees ruptured water lines and flooded some basements, and fallen trees broke into roofs.

Dial, give the machine 84010, then explain

  1. 1
    Dial (855) 555-0125

Cell or landline makes no difference, and if your own phone went under with the basement, a neighbor's will do. Nothing is charged for the call.

  2. 2
A recording speaks first: give it 84010

It isn't voicemail and it isn't a sales pitch. The five digits are how the system picks a company that covers Bountiful; once they're in, it transfers you.

  3. 3
Tell them about the lower level

Say whether it's a supply line, the water heater, a floor drain or runoff, and whether the finished part of a split-level is involved. Ask if they'll check behind the paneling and how they record moisture readings for an insurer. You can hang up without booking anything.

The bill and the claim

Price ranges, drying time and who pays

A real number for your house only comes after someone walks the wet rooms with a meter. Until then, here are dated national figures to hold an estimate up against.

National average bill
$3,868

That's HomeAdvisor's U.S. average as of 17 June 2026. Most of its jobs landed between $1,383 and $6,369; the outliers went from $450 up to $16,000.

By water category
~$3.50–$7.50 / sq ft

Per sq ft, HomeAdvisor (June 2026). On a 600 sq ft lower floor:

Cat 1 clean: $3.50 → ~$2,100
Cat 2 gray: $5.25 → ~$3,150
Cat 3 black: $7.50 → ~$4,500

The three categories come from IICRC S500.

Fans running, then repairs
3+ days

Expect the drying equipment to stay in for three days or more, and the put-back work to take weeks or months after that (Fixr, January 2025). Stripping out and rebuilding soaked drywall and flooring is billed on top of the drying.

Sources: HomeAdvisor, Fixr, IICRC S500 (5th ed., 2021).

If it started inside the house

Sudden internal water, like a burst pipe, failed water heater or overflowing sink, may be covered. Flood and post-wildfire mudflow are not.

If it came in from outside

Needed for surface flooding, with a standard 30-day wait. If a split-level's lower floor is below ground on all sides, NFIP treats it as a basement and covers the furnace, water heater and unfinished drywall, but not carpet, finished walls, cabinets or contents.

If the floor drain pushed it up

Not part of a standard Utah homeowners policy; it's added on. A flood policy steps in for backed-up sewage only if outside floodwater set off the backup.

Is your restorer on DOPL's books?

Repair, remodel or tear-out work worth $7,000 or more needs a DOPL-licensed contractor under Utah Code Title 58, Chapter 55. An unlicensed handyman may only take jobs under $7,000 in total, labor, materials and change orders included; over $3,000, even a handyman must have filed proof of liability insurance with DOPL, and plumbing, electrical, gas and HVAC work still needs licensed trades. Ask any company for its -5501 license number. To check a company, search its name or license number at secure.utah.gov/llv; Utah contractor numbers end in -5501, and the record shows classification, status, expiry and any discipline. DOPL: (801) 530-6628.

Call (855) 555-0125

What is the automated prompt at the start of the call for?

It's a sorting step. One number covers a lot of places, so the system uses your ZIP to work out where the house is; for Bountiful that's 84010. Once it has those digits it hands you to an independently owned provider that takes calls for that ZIP. Fixly Pro itself never inspects or prices the job.

My water heater burst. Is that a homeowners claim or a flood claim?

Water from a tank inside the house isn't a flood, so it usually starts as a homeowners question. Per the Utah Insurance Department, a standard homeowners policy may cover sudden internal water such as a burst pipe or failed water heater, but it excludes flood and post-wildfire mudflow, and sewer backup needs an added endorsement.

My split-level's lower floor took on runoff. What does flood insurance cover there?

If the lower level of a split-level has its floor below ground on all sides, NFIP treats it as a basement, which means the furnace, water heater, sump pump, breaker box, foundation and unfinished drywall are covered, but finished drywall, carpet, tile, wood floors, built-in cabinets and furniture are not.

How do I find out if my house is in a flood zone?

Call Bountiful City Engineering at (801) 298-6125. The city will tell you your FEMA flood zone, whether you're in a floodway, flood depth and flood history, and can do a site visit. Federally backed lenders require flood insurance in Special Flood Hazard Areas.

How much will drying out a Bountiful basement run, and for how long?

Nobody can say until someone has looked at the house. As a national yardstick, HomeAdvisor (17 June 2026) gives an average of $3,868, with most jobs between $1,383 and $6,369. On timing, Fixr (January 2025) says the fans and dehumidifiers run for three days at the least, and putting the room back together can stretch over weeks or months.

Who in Utah licenses the crew that puts my lower level back together?

Utah DOPL does. Repair, remodel or tear-out work worth $7,000 or more needs a DOPL-licensed contractor. Ask the company for its license number (contractor numbers end in -5501) and look it up at secure.utah.gov/llv.
